Dilek kipi (Subjunctive) isteyen fiil ve sıfatlar
Birinin bir şeyi yapmasını resmî olarak önerirken, talep ederken veya bunun şart olduğunu vurgularken İngilizce özel bir yapıya geçer: dilek kipi (subjunctive). Bu kalıpta that yan cümlesindeki fiil hiçbir ek almadan yalın (V1) kalır.

Öneri ve talep fiilleri: suggest, recommend, insist, demand that + özne + V1
suggest, recommend, insist, demand, request, propose fiillerinden sonra that + özne geldiğinde, yan cümledeki fiil her zaman yalın halde (V1) durur: I suggest that he wait. Özne he / she / it olsa bile -s almaz; ana fiil geçmiş zamanda (suggested, insisted) olsa bile yan cümledeki fiil geçmiş zamana dönmez.
Olumsuz yaparken don’t / doesn’t / didn’t yardımcıları kesinlikle kullanılmaz; not doğrudan yalın fiilin önüne konur: She insisted that he not be late. İngiliz İngilizcesinde aynı anlamla araya should + V1 (that he should wait) da konabilir.
Kısayolsuggest ve recommend fiilleri want / ask gibi çalışmaz; arkalarından someone to do ALMAZLAR.

Önem sıfatları (It is essential / vital that…) ve be / edilgen kullanımı
Resmî raporlarda, kurallarda ve akademik yazıda It is essential / vital / crucial / imperative / important / necessary that + özne + V1 kalıbı çok sık kullanılır. Burada be fiili bile am / is / are / was olarak çekimlenmez; bütün öznelerle be olarak kalır: It is essential that he be here on time.
Yan cümle edilgen (pasif) olduğunda da aynı kural işler ve yapı that + özne + be + V3 biçimini alır: It is vital that every passenger be informed immediately.
